Dr. David McKeown, the city’s chief medical officer of health recommends that council prohibit smoking hookahs inside businesses effective Oct. 1, 2015.

Public health estimates there are around 60 businesses in the city that offer use of the waterpipes on their premises.

“Hookah use poses health risks for users and those exposed to second-hand smoke,” the report states. “Additionally, hookah use in licensed establishments undermines the success of the (Smoke-free Ontario Act) because it contributes to the social acceptability of smoking in public places.”
